Dominique Dupuy

Dominique Dupuy, the Haitian diplomat who served as Minister of Foreign Affairs, Religious Affairs, and Haitians Living Abroad for just over five months in 2024, has returned to the public conversation through several recent media appearances. She has been a guest on Dadou DYS’s Di Yo Sa Show, Guy Wewe’s program, and the podcast Growth With Sefo, where she discussed her time in government and the challenges Haiti continues to face. At 35, Dupuy remains one of the more visible figures in the country’s diplomatic circles, with a trajectory defined by both notable achievements and significant controversies.

Born in Cap-Haïtien in 1990, Dupuy completed part of her education in Montreal before studying international development at McGill University in Canada. She developed a solid diplomatic profile, particularly as Haiti’s Permanent Delegate to UNESCO from 2020 onward. In that role she worked to promote Haitian cultural heritage on the international stage — including efforts linked to Soup Joumou — and became the first Haitian to serve as vice-president of UNESCO’s Executive Board. Many observers praised her multilingual abilities and her active engagement in multilateral forums as refreshing assets for Haiti’s global positioning.

Her appointment as foreign minister in June 2024 under acting Prime Minister Garry Conille occurred at a delicate moment in the transitional process. During her tenure she advocated for increased international security assistance, pursued partnerships for arms and equipment, and spoke out strongly against the mass deportations of Haitians from the Dominican Republic. She also defended the Haitian diaspora against hostile rhetoric, notably during the U.S. electoral period. Conille later acknowledged concrete results from her work in strengthening certain partnerships and securing resources.

However, her time in office was marked by internal tensions. Disagreements within the Transitional Presidential Council surfaced, especially regarding her firm diplomatic approach toward the Dominican Republic. Some council members viewed her positions as overly confrontational and called for her removal, exposing deeper divisions in the transitional government. Dupuy had earlier stepped back from consideration for the Presidential Council itself after receiving threats against her and her family. She left the foreign ministry in mid-November 2024 and issued a public message focused on service, national unity, and the defense of Haiti’s sovereignty.

Opinions about her record remain split. Supporters see her as part of a new generation of leaders who are articulate, culturally rooted, and unwilling to compromise on national interests. Critics argue that her style contributed to political friction and may have complicated Haiti’s diplomatic efforts during an already fragile period. Her recent appearances on Haitian platforms have given her space to reflect on these experiences, while also keeping her under a mix of admiration and ongoing scrutiny.

As Haiti’s political transition unfolds, Dominique Dupuy’s short ministerial stint and continued visibility illustrate the difficult balance required of public officials operating in a highly polarized environment. Whether she returns to government or continues influencing from outside, her path highlights both the ambitions and the personal toll of diplomatic service in today’s Haiti.
